The Algerian government has launched the third edition of its housing program, AADL 3, which aims to provide affordable housing to citizens through a rent-to-own scheme. The program, managed by the National Agency for Improvement and Development of Housing (AADL), has garnered nearly 950,000 subscribers since its inception in 2024. AADL 3 is part of a larger plan to build 2 million homes between 2025 and 2029.

To be eligible for the program, applicants must register online through the official website aadl3inscription2024.dz or mobile application. The registration process involves filling out a form with personal details, including the applicant's wilaya of residence, national identification number, social security number, and phone number. Once the application is submitted, a confirmation phone call is required to finalize the registration process.

The payment process for AADL 3 is divided into tranches, with the first tranche covering 50% of the total cost. The amount for a 3-bedroom apartment (F3) is 343,000 Algerian Dinar (DA), while a 4-bedroom apartment (F4) costs 431,500 DA. The second tranche, which accounts for 7% of the total cost, is also divided into two phases, with the first phase requiring 120,000 DA for F3 and 150,000 DA for F4.

The Algerian government has set the prices for AADL 3 apartments, which are reportedly "lower or equivalent" to those of the Assisted Promotional Housing (LPA) program. The prices for AADL 3 apartments will not exceed 5,400,000 DA, with LPA prices ranging from 3.3 to 3.5 million DA for F3 and 4.1 to 4.4 million DA for F4. The AADL 3 program offers the advantage of extended payment periods of 25, 30, or 35 years.

The first batch of AADL 3 apartments is set to be delivered on November 1, 2026, with 3,789 apartments distributed across 12 wilayas. This is part of a larger national operation that includes over 133,000 apartments. The Ministry of Housing has fixed the calendar for the distribution of apartments, with the first beneficiaries being those whose construction projects are most advanced.

The AADL 3 program has introduced an online payment system, allowing applicants to make payments without having to physically visit a bank or government office. The accepted payment methods include Edahabia cards, CIB cards, BaridiMob, and BaridiWeb. This system provides an immediate proof of payment and eliminates the need for lengthy queues.

The Algerian government has announced that the distribution of AADL 3 apartments will continue in the coming months, with more wilayas expected to receive their apartments. The Minister of Housing has confirmed that the program is on track to meet its goals, with a focus on providing affordable housing to Algerian citizens.
