Algerian President Abdelmadjid Tebboune addressed the virtual summit of the African Union's High-Level Committee on South Sudan, highlighting the country's ongoing challenges. Despite efforts by the African Union and the transitional government's progress in the electoral process, the situation remains concerning on all fronts. Tebboune emphasized the importance of supporting South Sudan during this critical phase.
The Algerian president noted that South Sudan is approaching a crucial presidential election in three months, which will be a determining moment in the country's history. However, the electoral process faces chronic and real challenges, risking the gains made in recent years. Tebboune stressed the need for a clear evaluation of the current situation and urgent measures to overcome the crisis.
Tebboune expressed Algeria's deep conviction that the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is the legitimate political framework to overcome the current crisis. He emphasized that the South Sudanese people are the only ones who can decide their future. Based on this, Algeria presented five proposals to support the electoral process.
The five proposals include an appeal to all signatory parties to engage in an inclusive and constructive political dialogue, prioritizing national interest over short-term considerations. Algeria also called for an end to hostilities, addressing security challenges, and unifying forces. Additionally, the authorities of transition are urged to accelerate mobilizing national financing for electoral institutions and publish a realistic and consensual electoral roadmap.
Algeria also exhorts African Union member states and international partners to honor their commitments and provide concrete contributions to bridge the electoral process funding gap by October. The international community is called upon to intensify urgent humanitarian support to affected populations and ensure safe and unhindered access to humanitarian aid.
The Algerian president reaffirmed his country's commitment to providing logistical and technical support to accompany South Sudanese authorities and electoral instances during this critical phase. He emphasized that the African Union must convey a message of solidarity with the South Sudanese people and collective engagement to accompany them towards peace and stability.
Tebboune concluded that the success of South Sudan in establishing security is a success for the entire African continent. He stressed that collective responsibility requires a united front alongside South Sudanese brothers during these delicate circumstances. Algeria's engagement with South Sudan is a constant and principled position, concretely demonstrated in various situations.
