The Algerian Ministry of National Education has announced the implementation of new measures to integrate education inspectors and provide exceptional benefits to retirees. According to a recent decision, the integration process will be completed by October 31st and will be carried out exclusively through an information system. The decision is based on a decree issued in January 2025, which outlines the basic law for employees in the education sector.

The integration process will target education inspectors who have a certain level of seniority and qualifications. Inspectors with 10 years of experience or 5 years of experience with a doctoral degree will be eligible for integration into the rank of education inspector. Additionally, inspectors with 5 years of experience and a doctoral degree in a specific field will also be eligible. The ministry has emphasized that the integration process will be carried out in accordance with specific conditions and criteria.

The ministry has identified the categories of employees eligible for integration, including inspectors of national education, specialized in materials and management of secondary schools, who have 10 years of effective service in this capacity. Inspectors with 5 years of experience and a doctoral degree or equivalent certificate in the required specialty will also be eligible. The ministry has also announced that it will open the door for integration to inspectors of intermediate education, specialized in materials and management of intermediate schools, who have 5 years of experience and a doctoral degree.

To be eligible for integration, employees must meet certain conditions, including seniority and qualifications. Seniority will be calculated until December 31st, 2024, while the doctoral degree or equivalent certificate must have been obtained before January 1st, 2025. The ministry has also specified that the specialty in the doctoral degree or equivalent certificate must be in line with the required qualifications for employment or promotion in the education sector.

The ministry has outlined the procedures for preparing collective integration decisions, which will be extracted from the ministry's information system. The decisions will be based on models attached to a joint ministerial decision issued in September 2026. The ministry has requested that its executive directors fill out the tables attached to the collective decision models for all employees concerned by the integration, regardless of their current legal status.

The integration decisions will be submitted to the budget control authorities for legal approval and then signed by the state education directors, who have the authority to make appointments. The decisions will then be sent to the public function inspectorates. The ministry has also announced that the effective date of the integration decisions will be January 1st, 2025, and that employees who have retired or left the service after December 31st, 2024, will have their situations settled through inclusion in the collective integration decisions.

The ministry has emphasized the importance of completing the integration process accurately and within the specified deadline of October 31st. The process will be carried out through the automatic conversion of positions occupied by concerned employees. The ministry has called on its directors to ensure that the process is completed with the necessary accuracy and to report any difficulties that may arise during the process.
