Algeria's government has extended partial confinement measures for 15 days, starting from Monday, February 15, 2021. The decision was made by Prime Minister Abdelaziz Djerad, following consultations with the scientific committee monitoring the evolution of the COVID-19 pandemic and the health authority. The confinement measures will apply to 19 wilayas, including Batna, Biskra, Blida, and Tizi-Ouzou, while 29 other wilayas will not be subject to these restrictions.

The partial confinement at home will be from 10 PM to 5 AM in the affected wilayas. The walis (local authorities) can take additional measures, such as modifying or implementing targeted confinement in specific areas or neighborhoods with high contamination rates.
The government has also lifted some restrictions on commercial activities. Markets selling used vehicles will be allowed to operate every 15 days, subject to health measures and controls. Establishments engaged in certain activities, such as the sale of household appliances, sports equipment, and toys, will no longer be limited to 9 PM. Cafes, restaurants, and fast-food outlets will be allowed to operate beyond take-out services, provided they adhere to strict health protocols.
To ensure the safe operation of these establishments, the authorities have introduced several requirements. These include organizing access, maintaining physical distancing, limiting capacity to 50%, and obliging customers to wear masks. The establishments must also display health measures, install disinfection stations, and provide hand sanitizers. Inspectors will conduct unannounced visits to enforce compliance with these regulations.
The hospitality sector will also benefit from the easing of restrictions. Hotels, both public and private, can resume operations, but with limitations. Celebrations and parties are still prohibited, and accommodation capacity is limited to 50%. The activity of dormitories is also allowed, under strict health measures. Thermal stations and thalassotherapy centers can reopen, excluding collective baths, subject to specific health protocols.
Prime Minister Djerad's decisions aim to balance the need to control the pandemic with the need to revive economic activity. The government has emphasized the importance of prudence, progressivity, and flexibility in managing the health crisis. The measures will be reviewed and adjusted based on the evolution of the epidemiological situation.
The authorities have warned that they will take strict action against establishments that fail to comply with the regulations. Walis can order immediate closures in case of infractions, and inspectors will be vigilant in enforcing the measures.
