Palm Corps, an indigenous NGO registered in Uganda, is seeking a consultant to develop a practical and comprehensive five-year Advocacy and Communication Strategy. The strategy will guide PALM Corps in advocacy, stakeholder engagement, branding, public and media relations, digital communication, knowledge management, and visibility. The consultant will review existing organizational documents and communication practices, consult internal and external stakeholders, and assess PALM Corps' communication strengths, gaps, opportunities, and risks.

The consultant's responsibilities include conducting a one-day inception meeting with PALM Corps Management, reviewing relevant organizational documents, and developing an inception report. They will also conduct stakeholder consultations involving staff, service providers, and partners, and develop a comprehensive Advocacy and Communication Strategy with a practical implementation plan. The consultant will build staff capacity on implementation of the strategy and present the final strategy to the Board of Directors for review and approval.

The consultancy is expected to be completed by 30th November 2026, with 15 days allocated for various activities. These include an inception meeting, stakeholder consultations, development of the draft policy, validation of the draft strategy, presentation to the Board of Directors, and staff training. The consultant will report directly to the Executive Director or Communication Officer of PALM Corps and will be required to submit several deliverables, including an inception report, stakeholder consultation report, and final Advocacy and Communication Strategy.

The consultant should possess at least a master's degree in communications, Public Relations, Development Studies, Strategic Management, Journalism, Political Science, or a related field. They should also have a minimum of five years of proven experience in developing advocacy and communication strategies, as well as demonstrated experience working with NGOs, humanitarian or development organizations. Excellent facilitation, report writing, analytical, and stakeholder engagement skills are also required.

The payment schedule for the consultancy includes 60% of the consultancy fee upon approval of the Inception Report by PALM Corps Management, and 40% upon approval of the final Advocacy and Communication Strategy by the Board of Directors. The payments are subject to 6% Withholding Tax. All reports, training materials, strategies, data, and related documents developed during this consultancy shall remain the exclusive property of PALM Corps.

Interested consultants should submit a technical proposal detailing methodology and work plan, financial proposal, updated curriculum vitae, and at least three references for similar assignments undertaken. They should also provide samples of previous advocacy and communication strategies developed. Applications should be submitted by email by 5:00 pm on Friday, 9th October 2026.

The Advocacy and Communication Strategy Consultant will play a critical role in developing a comprehensive strategy that will guide PALM Corps' advocacy and communication efforts.
